TGNP HOSTS THE 2025 GRB DIALOGUE SERIES

CONTEXT FOR 2025 GRB DIALOGUE

For over a decade, TGNP has spearheaded the GRB Budget Dialogue Series. Each of the four events and activities provide an opportunity for Tanzanian citizens to contribute to the national budgeting process from a gender perspective.

  • The Pre-Budget Dialogue
  • The Kijiwe cha Kahawa
  • The Post-Budget Dialogue
  • The weekly GDSS.

These sessions provide critical platforms for multi-stakeholder engagement on the gender responsiveness of the national budget. This year’s dialogues take on added significance because they coincides with:

  • The final fiscal year of FYDP III and the closing chapter of TDV 2025.
  • The draft of TDV 2050.
  • The 2025 national election, which is critical for strengthening women’s political participation and inclusive leadership.

The Pre-Budget Dialogue took place on
Friday, 11 April, 2025.

As Tanzania approaches the conclusion of the Tanzania Development Vision (TDV) 2025 and prepares for the rollout of TDV 2050, there is an urgent need to reflect on the progress made in advancing Gender Equality and Women’s Empowerment (GEWE) and to envision inclusive pathways for the future. The Sustainable Development Agenda reaffirms the importance of leaving no one behind and making gender equality a central pillar of sustainable and inclusive development.

However, persistent structural inequalities, the burden of unpaid care work, climate shocks, the rising cost of living, and shrinking democratic spaces continue to disproportionately affect women and girls, undermining their access to education, healthcare, economic opportunities, and decision-making roles. If gender concerns are not intentionally integrated into policy, planning, and public finance systems, these challenges risk deepening inequality and stalling national progress.

In this context, Gender-Responsive Budgeting (GRB) is a key strategy for promoting economic justice, ensuring equitable access to public services, and enabling all Tanzanians, especially women and marginalized groups, to participate fully in the development processes.

KIJIWE CHA KAHAWA : 12 June, 2025

The next event in the series-- The Post-Dialogue Session--will take place on 2 July, 2025 at the TGNP office.

On June 12, 2025, 95 people (55 women, 40 men)  attended TGNP’s second event in the 2025 Gender-Responsive Budget Dialogue Series–Kijiwe cha Kahawa.

The popular Kijiwe cha Kahawa event provided a space for people from WROs, CSOs, KCs, and the GDSS, along with development partners, academia, local governments, and the media, as well as TGNP’s members, board, and staff to watch the live broadcast of the Tanzania Economic Status Report and the National Budget Speech.  

Lisa Kabeta, Israel Ilunde, and Happiness Maruchu provided critical reflections on the “Five-year Trend Analysis”, the “Economic Status Report,” and the gender responsiveness within the national budget. The knowledgable speakers guided discussions before and after the live broadcasts to provide an opportunity for those who attended to give their input and feedback.

The most notable reflections from the day’s events include:

  • Women’s involvement in the economy has improved, with more women having access to resources and participating in community development. Women’s involvement in income generating activities has increased from 67% to 80.2%.
  • Tanzania managed to become a lower middle-income country and has reduced both income poverty and absolute poverty from 36% down to 26%. Life expectancy has increased from 50 years old to 66 years old. 

However:

  • The 2025/26 budget does not include specific statements or directives on GEWE measures to promote the involvement of women and youth in formal sectors of the economy.
  • Most financial institutions are still burdened by too much bureaucracy.

The feedback and reflections  gathered from the participants during the Kijiwe cha Kahawa will be integrated into the position paper that will feature the gender issues included in the 2025/26 National Budget, highlight the gender gaps, and provide actionable recommendations.  TGNP will share the position paper with the government and to the public through the media, on our social media channels, and here on the website.
